Socialinės pašalpos 2022 m. vidutiniškai per mėnesį socialinę pašalpą gavo 64,6 tūkst. asmenų, tai sudarė 2,3 proc. visų šalies gyventojų. Bendras (unikalus) socialinės pašalpos gavėjų skaičius per šį laikotarpį sudarė 126,8 tūkst. asmenų arba 4,5 proc. visų šalies gyventojų. Nors palyginti su 2021 m., vidutiniškai gavėjų skaičius per mėnesį sumažėjo 3 proc., išlaidos socialinei pašalpai mokėti išaugo 4,4 proc. 2022 m. vidutinis socialinės pašalpos dydis sudarė 116 eurų ir, palyginti su 2021 m., padidėjo 7,8 proc.
„Padidėjus baziniams socialinių išmokų dydžiams, kartu auga ir įvairios išmokos labiausiai pažeidžiamiems šalies gyventojams: pagyvenusiems žmonėms, patiriantiems nepriteklių, žmonėms su negalia“, – sako socialinės apsaugos ir darbo ministrė Monika Navickienė.
2022 m. unikalus socialinės pašalpos gavėjų skaičius sudarė apie 126,8 tūkst. asmenų – 4,5 proc. visų šalies gyventojų arba 77,5 tūkst. šeimų – 5,6 proc. visų namų ūkių šalyje.
Palyginti su 2021 m., vidutiniškai gavėjų skaičius per mėnesį sumažėjo 3 proc. – nuo 66,6 iki 64,6 tūkst. asmenų, o išlaidos socialinei pašalpai mokėti išaugo 4,4 proc. – nuo 86,1 mln. eurų iki 89,9 mln. eurų.
2022 m. vidutinis socialinės pašalpos dydis vienam asmeniui per mėnesį sudarė 116 eurų ir, palyginti su 2021 m., padidėjo 7,8 proc. – nuo 108 iki 116 eurų. Kadangi praėjusiais metais valstybės remiamos pajamos buvo didinamos du kartus ir išaugo 18 eurų, nepasiturintys gyventojai gavo didesnę socialinę pašalpą, kurios vidutinis dydis asmeniui per mėnesį nuo birželio iki metų pabaigos išaugo iki 125 eurų.
Išaugo socialinės išmokos
Nuo sausio pradžios bazinės socialinės išmokos dydis siekia 49 eurus, tikslinių kompensacijų bazė padidėjo iki 147 eurų, o valstybės remiamos pajamos siekia 157 eurus. Šie baziniai dydžiai naudojami apskaičiuojant socialinių išmokų dydžius ir nustatant teisę gauti tam tikrą paramą, t. y., nustatant pajamų ribą, kurios neviršijus, asmuo ar šeima įgyja teisę gauti valstybės paramą.
ŠALPOS PENSIJŲ BAZĖS DYDIS – 184 EURAI. Nuo 2023 m. sausio šalpos pensijų bazė padidėjo nuo 173 eurų iki 184 eurų. Nuo jos priklauso šalpos išmokų dydžiai. Šalpos išmokos užtikrina minimalias pajamas neįgalumo ar senatvės atvejais jokių pajamų negaunantiems arba labai mažas pajamas gaunantiems asmenims. Teisę gauti šalpos pensiją turi vaikai su negalia, senatvės pensijos amžių sukakę arba netekusiais 45 proc. (netekusiais 60 proc., jeigu negalia pripažįstama po 24 metų sukakties dienos) ir daugiau darbingumo pripažinti asmenys, neturintys teisės gauti didesnių arba tokio paties dydžio pensijos išmokų, išskyrus socialinio draudimo našlių pensiją.
Padidintos šalpos neįgalumo pensijos gyventojų pajamas per metus didina priklausomai nuo nustatyto neįgalumo ar darbingumo lygio bent 66 eurais arba daugiausiai 297 eurais.
TIKSLINIŲ KOMPENSACIJŲ BAZĖ – 147 EURAI. Nuo 2023 m. pradžios tikslinių kompensacijų bazė padidėjo nuo 138 eurų iki 147 eurų. Padidinus tikslinių kompensacijų bazės dydį, žmonėms, kuriems nustatytas pirmojo lygio specialusis nuolatinės slaugos poreikis, tikslinė kompensacija padidėjo 23,4 euro, o kuriems nustatytas antrojo lygio specialusis nuolatinės slaugos poreikis –17,1 euro.
Tiems, kam nustatytas pirmojo lygio specialusis nuolatinės priežiūros (pagalbos) poreikis, tikslinė kompensacija didėja 9,9 euro, o tiems, kuriems nustatytas antrojo lygio specialusis nuolatinės priežiūros (pagalbos) poreikis, – 5,6 euro.
Tikslines kompensacijas šalyje gauna apie 91 tūkst. asmenų.
VALSTYBĖS REMIAMŲ PAJAMŲ DYDIS – 157 EURAI. Nuo sausio pradžios padidinus valstybės remiamų pajamų dydį 10 eurų, jis siekia 157 eurus. Prognozuojama, kad vidutinis socialinės pašalpos dydis asmeniui per mėnesį padidės nuo 125 iki 133 eurų.
Valstybės remiamų pajamų dydis aktualus nustatant teisę į piniginę socialinę paramą nepasiturintiems gyventojams, teisę į socialinę paramą mokiniams, papildomą išmoką vaikui, paramą būstui įsigyti ar išsinuomoti bei kitą socialinę paramą.
