Šiandien paskelbta šių metų mokslo ir inovacijų pažangą matuojanti Europos inovacijų švieslentė. Lietuvos pažanga per 2023–2024 m. – didžiausia Europos Sąjungoje. Metinis mūsų šalies augimas – 3,7 proc. punktų, vidutinė ES šalių pažanga nuo 2023 m. iki 2024 m. siekia 0,6 proc. punkto.
„Europos inovacijų švieslentė reikšminga ir pasilyginti su kitomis Europos šalimis, ir patiems įsivertinti, kaip sekasi. Matome, kad Lietuvoje einame teisinga kryptimi. Dar po keleto metų, kai duos rezultatų šios Vyriausybės įdiegti mokslo ir inovacijų sprendimai ir projektai, tikimės, kad atsiskleis dar reikšmingesnė Lietuvos mokslo pažanga“, – sako švietimo, mokslo ir sporto viceministras Justas Nugaras.
Europos inovacijų švieslentė – Europos šalių mokslinių tyrimų ir inovacijų veiklos rezultatų lyginamasis vertinimas – sudaromas kasmet. Ilgus metus, taip pat ir šiemet, šiame reitinge lyderiauja Šiaurės Europos šalys – Danija, Švedija, Suomija.
Lietuva, šiemet aplenkusi Portugaliją, bendrame švieslentės reitinge kilstelėjo iš 19-os vietos į 18-ą. Žemiau Lietuvos rikiuojasi ir Graikija, Kroatija, Vengrija, mūsų šalies rezultatus kiek lenkia Malta, Italija, Čekija.
Vertinant ilgalaikę šalies pažangą (2017–2024 m. laikotarpiu) Lietuva atsiduria pirmajame penketuke tų valstybių, kurios šį laikotarpį yra padariusios didžiausią pažangą (Lietuvos rodiklis +16,3 proc. punkto, ES vidurkis + 10 proc. punktų). Prie šio ilgalaikio pozityvaus pokyčio labiausiai prisidėjo sąryšių (+ 44 proc. p.) ir patrauklios tyrėjams aplinkos kūrimo (+37 proc. p.) grupių rodiklių augimas: publikacijos kartu su verslo atstovais, užsienio doktorantų dalis, labiausiai cituojamos publikacijos ir kiti rodikliai.
Lietuvos Vyriausybė pastaraisiais metais skyrė didelį dėmesį mokslo pažangai, mokslo ir verslo glaudesnį bendradarbiavimą skatinančioms priemonėms. Per kadenciją Vyriausybė yra priėmusi esminius sprendimus, gerinančius ne tik dabartinę padėtį, padėjusius tvirtą pamatą mokslo ir verslo bendradarbiavimui, tačiau ir turėsiančius ilgalaikį poveikį šalies mokslo potencialo augimui ir stiprėjimui.
Visose ministerijose įkurtas mokslo ir inovacijų patarėjų tinklas, kad sprendimai būtų grįsti moksliniais tyrimais ir duomenimis, institucijos aktyviau formuluotų užduotis mokslui, stiprėtų bendradarbiavimas tarp mokslo, verslo ir valdžios institucijų.
Vyriausybė laikėsi pasižadėto tikslo moksliniams tyrimams ir eksperimentinei plėtrai (MTEP) skirti 1 proc. nuo Lietuvos BVP. Valstybės finansavimas moksliniams tyrimams ir eksperimentinei plėtrai per trejus metus padidėjo tris kartus, šiemet jis sudaro 346 mln. eurų.
Stiprinant mokslo ir studijų institucijas šiemet dėstytojų ir tyrėjų atlyginimai didėjo 30 proc. 2024 metais atlyginimas sieks 150 vidutinio darbo užmokesčio. Pernai startavo Švietimo, mokslo ir sporto ministerijos programa „Universitetų ekscelencijos iniciatyva“. Ši priemonė skirta paskatinti valstybinius universitetus gerinti mokslo lygį, mokslo rezultatų poveikį, pritraukti daugiau aukšto lygio tyrėjų.
Taip pat buvo sustiprinta Lietuvos mokslo taryba – įsteigtas Mokslo ir studijų politikos ekspertų komitetas, Mokslo ir verslo bendradarbiavimo skyrius, suburta nacionalinių kontaktinių asmenų (NCP) grupė, konsultuojanti ir informuojanti Lietuvos pareiškėjus dėl ES mokslinių tyrimų ir inovacijų programos ,,Europos horizontas“ kvietimų ir paraiškų rengimo klausimais, suplanuoti įrankiai mokslo žinioms komercinti valstybei svarbiose kryptyse: IT, inžinerija ir gyvybės mokslai. Pernai startavo pirmasis valstybės užsakymas – programa, skirta IT ir kvantinių technologijų plėtrai.
Lietuvai geriau sekasi dalyvauti ES mokslinių tyrimų ir inovacijų programoje „Europos horizontas“, nei praeito periodo programoje ,,Horizontas 2020“: per pusę šios programos įgyvendinimo laikotarpio jau pritraukta 110 mln. eurų Europos Komisijos dotacijų Lietuvos pareiškėjų vykdomiems projektams. Tai didesnė suma, nei gauta per visą ankstesnės programos ,,Horizontas 2020“ laikotarpį. Prie to prisideda ir ministerijos sukurtas „Europos horizonto“ akceleravimo priemonių paketas.
Švietimo, mokslo ir sporto ministerija kartu su Ekonomikos ir inovacijų ministerija inicijavo misijomis grįstas mokslo ir inovacijų programas trimis temomis: saugi ir įtrauki e. visuomenė, sumani ir klimatui neutrali Lietuva bei inovacijos sveikatai gerinti. Jos efektyviai prisidės prie visuomenei opių onkologinių ir paveldimų ligų gydymo, klimato kaitos bei šalies kibernetinio atsparumo problemų sprendimo.
Švietimo, mokslo ir sporto ministerija taip pat kuria finansines paskatas, kad į visus mokslinius tyrimus būtų galima įtraukti daugiau studentų. Tai skatintų jaunimą rinktis mokslininko kelią.
