Seksualinis smurtas Socialinės apsaugos ir darbo ministrė Monika Navickienė, dalyvaudama Seime vykusioje tarptautinėje konferencijoje „Lyčių lygybė ir smurtas prieš moteris: Europos Sąjungos ir Rytų partnerystės šalių perspektyvos“ pabrėžė, kad seksualinis smurtas yra karo nusikaltimas, Rusija seksualinį smurtą naudoja kaip apgalvotą karo taktiką. Turime telkti pastangas, kad būtų užkirstas kelias šiam blogiui ir suteikta pagalba aukoms.
„Jungtinių Tautų ekspertų komisija patvirtino Rusijos ginkluotųjų pajėgų Ukrainoje įvykdytus seksualinius nusikaltimus. Reikia koordinuotų veiksmų, kad būtų užkirstas kelias su konfliktais susijusiam seksualiniam smurtui, stiprinamas teisingumas visiems nukentėjusiems, o kaltininkai patraukti atsakomybėn. Pakartojame savo tvirtą paramą Tarptautinio baudžiamojo teismo prokuroro atliekamiems tyrimams. “, – pabrėžė ministrė M. Navickienė.
Atsižvelgiant į naują geopolitinę situaciją ir pagrindines Rusijos agresyvaus karo prieš Ukrainą pasekmes, Rytų partnerystės politika, kaip regioninio bendradarbiavimo platforma, pasak ministrės M. Navickienės, tampa dar svarbesnė, nei lig šiol, todėl privalome stiprinti Rytų partnerystės formatą ir siekti jo aktualumo ir gyvybingumo.
Ministrės M. Navickienės teigimu, prevencija ir apsauga nuo seksualinio smurto yra labai svarbūs bet kokio konflikto, o ypač karinio, kontekste.
„Kartu su partneriais Jungtinėse Tautose sutarėme siekti ginti prievartą išgyvenusių žmonių teises, remti jų galimybes kreiptis į teismą. Turime suteikti jiems galimybę gyventi visavertiškai, kovoti su stigma ir sudaryti sąlygas gauti visapusiškas sveikatos, psichosocialines paslaugas, seksualinio išnaudojimo, prievartos ir priekabiavimo prevenciją“, – sakė ministrė M. Navickienė.
Pasak ministrės, norint tvariai išspręsti konfliktus ir krizes, būtina padidinti moterų lyderystę ir lygiavertį dalyvavimą visuose taikos ir saugumo aspektuose, įskaitant tarpininkavimą, krizių valdymą, taikos derybas, demobilizaciją, nusiginklavimą ir kitus atkūrimo ir rekonstrukcijos procesus.
Lietuvos visuomeninės organizacijos, vos prasidėjus karui Ukrainoje, renka aukas, siunčia moterims svarbią pagalbą, humanitarinius reikmenis. Kovos su prekyba žmonėmis ir išnaudojimu centras teikia pagalbą asmenims, nukentėjusiems nuo seksualinio smurto Ukrainoje. Lietuva dalyvavo tarptautinėje pagalbos kampanijoje „Prievartavimas – karo nusikaltimas“, kurios tikslas – didinti informuotumą apie seksualinius nusikaltimus, prievartą karo zonose ir suteikti pagalbos mechanizmą seksualinės prievartos aukoms.
Ministrės M. Navickienės teigimu, Lietuvoje numatoma ateityje daug dėmesio skirti kovai su seksualiniu smurtu. Planuojama finansuoti projektą, kuris prisidėtų prie kovos su seksualiniu smurtu stiprinimo. Numatyta sukurti pagalbos nuo seksualinio smurto aukoms teikimo algoritmą ir metodiką, taip pat teikti metodinę pagalbą šioje srityje dirbantiems specialistams.
