Vidaus reikalų ministrė Agnė Bilotaitė pristatė du Informatikos ir ryšių departamento prie Vidaus reikalų ministerijos (VRM) valdomus registrus, naudojamus nusikaltimų prevencijai, vykdant ikiteisminius tyrimus bei teismo procesus.
Į šiuos registrus, anot ministrės A. Bilotaitės, gali kreiptis ne tik juridiniai, bet ir fiziniai asmenys, o savivaldybės ar ugdymo įstaigos įvairiais pjūviais matydamos ir analizuodamos kriminologinę situaciją – planuoti prevencinius veiksmus.
„Po rezonansinių įvykių dėl vaikų seksualinio išnaudojimo atsirado iniciatyvų ir pasiūlymų kurti seksualinių nusikaltėlių registrą. Tačiau mes jau turime gerai veikiančius, išvystytus įrankius. Norime paskatinti gyventojus ir juridinius asmenis aktyviau jais naudotis, kreiptis įdarbinant asmenis dėl jų reputacijos ir taip užtikrinti vaikams saugią aplinką“, – teigia vidaus reikalų ministrė Agnė Bilotaitė.
Informatikos ir ryšių departamentas valdo Įtariamųjų kaltinamųjų ir nuteistųjų registrą (ĮKNR) ir Nusikalstamų veikų žinybinio registro (NVŽR) žemėlapį.
Darbdaviai vis aktyviau domisi įdarbinamų asmenų reputacija. Vien per š. m. lapkritį buvo pateiktas 1831 prašymas dėl pažymų iš Įtariamųjų kaltinamųjų ir nuteistųjų registro. Iš jų apie 1,5 tūkstančio kreipimųsi buvo iš įstaigų. 8-iais atvejais buvo gauta informacija, jog asmenims, dėl kurių kreiptąsi, taikomi ribojimai.Taip pat praėjusį ketvirtį naudojant registrą nustatyta 17 asmenų (iš 3,5 tūkst. užklausų), kuriems taikomi ribojimai.
Įtariamųjų kaltinamųjų ir nuteistųjų registre tvarkomi duomenys apie įtariamus, kaltinamus ir nuteistus fizinius bei juridinius asmenis baudžiamosiose bylose, čia informacija pateikiama apie 630 tūkst. fizinių asmenų ir 1,5 tūkst. juridinių asmenų.
Nusikalstamų veikų žinybinio registro žemėlapyje kaupiami duomenys apie užregistruotas nusikalstamas veikas ir jų tyrimo rezultatus. Registro žemėlapyje galima pasitikrinti gyvenamosios vietos kriminogeninę situaciją, įvykdytų nusikaltimų pobūdį. Šis registras laisvai prieinamas visiems gyventojams ir įstaigoms, jame veikia konkrečios teritorijos ir laikotarpio filtravimas (pvz., galima informaciją surinkti tam tikru spinduliu aplink mokyklos teritoriją, atrenkant nusikaltimus, susijusius su narkotikais, vagystėmis, sveikatos sutrikdymais ir kt.
VRM jau ėmėsi papildomų priemonių dėl seksualinių nusikaltimų prevencijos. VRM iniciatyva nuo 2021 m. seksualinius nusikaltimus padarę asmenys įpareigoti pranešti apie gyvenamosios vietos pakeitimą ar išvykimą. Papildomai siūloma nustatyti prievolę pranešti ir apie asmens darbovietės pakeitimą, o užsieniečiams pateikti duomenis iš analogiško savo šalies registro, rodančius, jog žmogus nėra teistas.
Taip pat kartu su Socialinės apsaugos ir darbo ministerija parengtas įstatymų paketas, kuriuo siūloma sukurti neteisėto darbo su vaikais prevencijos QR kodą. Šis kodas būtų privalomas darbdaviams, organizatoriams ir paslaugų gavėjams, norint priimti ar samdyti asmenis dirbti su vaikais. QR kodas pakeistų įprastą pažymų tikrinimą ir butų pagrįstas Įtariamųjų, kaltinamųjų ir nuteistųjų registro duomenimis.
