Europos Sąjungos žemės ūkio ir žuvininkystės ministrų taryboje aptartas Europos Komisijos reglamentas dėl augalų, gautų tam tikrais naujais genominiais metodais, ir maisto bei pašarų produktų, svarbus siekiant tvaraus, atsparaus ir konkurencingo žemės ūkio.
„Turime eiti koja kojon su mokslo pažanga, kad mūsų mokslininkai galėtų naujais genominiais metodais kurti ir tiekti rinkai saugius, tvarius ir naudingus aplinkai bei visuomenei augalus. Būtinas aiškus reglamentavimas, kuris užtikrintų visuomenės ir ūkininkų pasitikėjimą bei leistų išnaudoti naujų technologijų potencialą kuriant ateities žemės ūkį“, – pabrėžė žemės ūkio ministras Kęstutis Navickas.
Jis pažymėjo, kad valstybėms narėms turi būti suteiktos visos prieinamos priemonės ir instrumentai reikiamo lygio kontrolei, naujais genominiais metodais gautiems augalams atsekti ir sambūviui su tradiciniais augalais ir gamybos būdais užtikrinti.
ES žaliojo kurso ir tvarumo tikslų, atsižvelgiant į mokslo ir technologijų pažangą, siekiama ir reglamentais dėl augalų ir miško dauginamosios medžiagos auginimo ir prekybos ja. Šių teisės aktų tikslas – padidinti dauginamosios medžiagos (sėklų, sodinukų, gumbų ir pan.) įvairovę ir kokybę, registracijos ir sertifikavimo sistemų efektyvumą. Ministras pabrėžė aiškių bei įgyvendinamų reikalavimų ūkininkams, miškininkams bei prekybininkams svarbą.
„Matome keletą tobulintinų aspektų. Siekiant geriau atsižvelgti į vietos sąlygas, tam tikrais atvejais reikėtų palikti daugiau lankstumo ir savarankiškumo valstybėms narėms, svarbu numatyti pakankamus pereinamuosius laikotarpius ir reikalingą finansavimą įgyvendinti naujiems reikalavimams“, – sakė ministras.
Kalbėdamas apie reglamentą dėl tausiojo augalų apsaugos produktų naudojimo ir EK pristatytą poveikio vertinimą papildantį tyrimą, ministras K. Navickas akcentavo, kad šis tyrimas nepateikia aiškių, kiekybiniais duomenimis paremtų atsakymų į valstybių narių iškeltus svarbius klausimus apie reglamento poveikį maisto gamybai, pagrindinių kultūrų derlingumui, maisto ir pašarų kainoms ir prieinamumui.
Pasak jo, priimdami įsipareigojimus, kurie turės didelį poveikį ES žemės ūkio sektoriui ir apsirūpinimui maistu, negalima remtis tik prielaidomis, o neturėdami konkrečių atsakymų ir realių sprendimų dėl šių itin svarbių klausimų, negalėsime pritarti pateiktam reglamentui, įskaitant nacionalinius mažinimo tikslus.
„Ūkininkams reikia veiksmingų alternatyvų, kurios realiai veiktų mūsų šalies klimatinėmis sąlygomis. Taip pat įrankių kovoti su augalų ligomis ir kenkėjais jau dabar, o ne kažkada po kelerių metų, ypač šiuo metu, kai žemės ūkis susiduria su daugybe įvairių iššūkių. Kaip jau ne kartą esu minėjęs, reikia atsakingai peržiūrėti „jautrių teritorijų“ apibrėžimą, ypač atsižvelgiant į reikšmingą jose siūlomų taikyti apribojimų poveikį žemės ūkio veiklai“, – sakė ministras.
Tarybos posėdyje valstybės narės siūlė reglamento poveikio vertinimą papildantį tyrimą aptarti techniniu lygiu.
