Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 metų strateginio plano įgyvendinimo Stebėsenos komiteto posėdyje, kuris įvyks lapkričio 24 d., bus svarstomas naujasis kompensacinių išmokų dydžių nustatymo principas ir jo taikymas.
Šiandien įvykusiame Lietuvos kaimo plėtros 2014–2020 m. programos ir Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 metų strateginio plano valdymo komiteto posėdyje apsvarstytas socialinių partnerių siūlymas riboti išmokas stambiems ūkiams.
Ekologiškai ūkininkaujantiems iki šiol buvo nustatytas 200 ha plotas, kurį viršijus kompensacinės išmokos mažėdavo 30 proc. Posėdyje akcentuota, kad išmokų dydžių mažinimo principą tikslinga taikyti ne tik ekologiškai ūkininkaujantiems, bet ir dalyvaujantiems gamybinėse kompleksinės ekologinės sistemos „Veiklos ariamojoje žemėje“ veiklose „Augalų kaita“, „Tarpiniai pasėliai“, „Sertifikuotos sėklos naudojimas“, „Neariminės tausojamosios žemdirbystės technologijos“ – minėtosioms veikloms kompensacinių išmokų mažinimas iki šiol nebuvo taikomas. Toks siūlymas būtų ne tik ekonomiškai pagrįstas, bet ir socialiai teisingas, nes padėtų subalansuoti paramos teikimą stambiems ir smulkiems ūkiams.
Po dviejų savaičių įvyksiančiame Stebėsenos komiteto posėdyje bus siūloma, jog ūkiams, dalyvaujantiems veiklose „Augalų kaita“, „Tarpiniai pasėliai“, „Sertifikuotos sėklos naudojimas“, „Neariminės tausojamosios žemdirbystės technologijos“, bei ekologiniams ir (ar) pereinantiems į ekologiją ūkiams būtų nustatomas 300 ha ribinis valdos dydis, kurį viršijus, kompensacinės išmokos mažėtų 15 proc. Toks pasiūlymas pagrįstas ekspertų skaičiavimais.
Stebėsenos komitetui ir Europos Komisijai pritarus, šie pokyčiai įsigaliotų nuo ateinančių deklaravimo metų visiems ekologiniams ir (ar) pereinantiems į ekologiją ūkiams, dalyvaujantiems kompleksinės ekologinės sistemos „Veiklos ariamojoje žemėje“ gamybinėse veiklose, pagal kurias prisiimami vienerių metų įsipareigojimai, o dalyvaujantiems veikloje ,,Augalų kaita“ – tik prisiimantiems naujus įsipareigojimus (naujiems pareiškėjams ir (arba) naujiems plotams).
