Šiandien Paryžiuje įvyko pirmoji „Potential“ konsorciumo asamblėja, kurioje politikos formuotojai, rinkos lyderiai ir akademikai iš 19 Europos Sąjungos (ES) valstybių narių ir Ukrainos paskelbė ES skaitmeninės tapatybės pilotinio projekto pradžią. Jame dalyvaus ir Lietuva, testuosianti skaitmeninį vairuotojo pažymėjimą.
„Potential“ projektas, kuriam kartu vadovauja Prancūzija ir Vokietija, yra vienas iš keturių Europos Komisijos atrinktų didelio masto bandomųjų projektų, skirtų skaitmeninei tapatybei Europoje stiprinti. Projekto tikslas – skatinti naujoves, bendradarbiavimą ir augimą šešiuose skaitmeninės tapatybės sektoriuose – valstybinės paslaugos, bankininkystė, telekomunikacijos, vairuotojo pažymėjimas, elektroninis parašas ir sveikata.
ES siekia, jog kiekvienas pilietis turėtų saugią, autentišką ir patikrinamą tapatybę. Pilotinis projektas paremtas į vartotoją orientuotu požiūriu, užtikrinančiu skirtingų verslo įmonių ir valstybinių institucijų sąveiką. Naujoji ES skaitmeninės tapatybės dėklė (angl. Digital Identity Wallet) leis kiekvienam asmeniui pačiam kontroliuoti, kokie jo duomenys bus naudojami ir kaip. Tokios priemonės bus tinkamos plačiai naudoti ne tik nustatant tapatybę, bet ir patvirtinant tam tikrus asmens duomenis kaip amžiaus (ne)ribojimas, diplomas, vairuotojo pažymėjimas ir pan., siekiant be ribojimų naudotis viešosiomis ir privačiosiomis skaitmeninėmis paslaugomis visoje ES.
Pilotiniame projekte dalyvauja daugiau nei 140 institucijų iš viešojo ir privataus sektoriaus.
„Potential“ konsorciumas, kuris savo darbą ketina užbaigti per ateinančius dvejus metus, sutelks dėmesį į šešias paslaugas, atitinkančias prioritetinius Europos piliečių poreikius:
■ El. valdžios paslaugos: saugus skaitmeninis ID, kuris leis piliečiams greitai ir saugiai įrodyti savo tapatybę vykdant internetines pilietybės procedūras.
■ Banko sąskaitos atidarymas: saugus skaitmeninis ID, kurį galima naudoti atidarant einamąsias ir taupomąsias banko sąskaitas visoje Europoje, taip pat ir kitose šalyse.
■ SIM kortelės registracija: saugus skaitmeninis ID, tinkantis aktyvinti išankstinio ir atidėto mokėjimo mobiliojo telefono sutartis internetu, įskaitant tarptautinius abonementus.
■ E. vairuotojo pažymėjimas: saugus skaitmeninis vairuotojo pažymėjimas, kurį priims automobilių nuomos agentai ir policijos pareigūnai visoje Europoje.
■ Kvalifikuotas el. parašas: saugus kvalifikuotas skaitmeninis parašas, kuris leis visiems piliečiams visoje Europoje nuotoliniu būdu pasirašyti dokumentus ir deklaracijas.
■ El. receptas: saugus skaitmeninis būdas naudotis receptu bet kurioje Europos vietoje.
„Potential“ konsorciumą sudaro šios ES valstybės narės: Austrija, Belgija, Kipras, Čekija, Estija, Suomija, Prancūzija, Vokietija, Graikija, Vengrija, Italija, Lietuva, Liuksemburgas, Nyderlandai, Lenkija, Portugalija, Slovakija, Slovėnija, Ispanija, taip pat Ukraina.
