Žemės ūkio ministerija siekia, kad ir toliau būtų teikiamos lengvatinės paskolos apyvartiniam kapitalui finansuoti pagal skatinamąją priemonę ūkio subjektams, Rusijos agresijos prieš Ukrainą laikotarpiu susiduriantiems su likvidumo problemomis. Tam ketinama papildomai skirti 23 mln. eurų. Lengvatinės paskolos pirmiausia būtų teikiamos pienininkystės ir paukštininkystės sektoriams.
Lengvatinės paskolos teikiamos ūkio subjektams, užsiimantiems pirmine žemės ūkio ar akvakultūros produktų gamyba, jų perdirbimu ir realizavimu, taip pat ir kooperatinėms bendrovėms. Maksimali paskolos suma gali siekti iki 500 tūkst. eurų. Paskolos suteikiamos neįkeičiant turto.
Pakeitus paskolų schemą, paskolas numatoma teikti ne tik trumpalaikiam turtui įsigyti ir darbo užmokesčiui mokėti, bet ir biologiniam turtui įsigyti bei prisiimtiems įsipareigojimams finansų įstaigai vykdyti.
Ketinama patikslinti ir sąlygas dėl galimo suteikti paskolų kiekio. Jei paskolos gavėjui jau buvo suteikta paskola trumpalaikiam turtui ar darbo užmokesčiui mokėti, tai gali būti suteikiama dar viena paskola biologiniam turtui įsigyti arba anksčiau prisiimtiems įsipareigojimams vykdyti. O jeigu tokia paskola suteikta nebuvo, tai galima gauti vieną paskolą trumpalaikiam ir (ar) biologiniam turtui įsigyti arba vieną paskolą anksčiau prisiimtiems įsipareigojimams vykdyti.
Numatoma, kad iki 2023 m. rugpjūčio 15 d. lėšos bus skolinamos ūkio subjektams, vykdantiems pienininkystės ir (ar) paukštininkystės veiklą, nuo 2023 m. rugpjūčio 16 d. iki 2023 m. spalio 2 d. – ūkio subjektams, kurių viena iš vykdomų veiklų yra paukštininkystė, kiaulininkystė, galvijininkystė, avininkystė, ožkininkystė, daržininkystė, sodininkystė, akvakultūra, ekologinė augalininkystė, nuo 2023 m. spalio 3 d. – visiems tinkamiems ūkio subjektams.
Paskolos kailinių žvėrelių auginitojams nebus teikiamos.
Paskolų schemai dar turi pritarti Europos Komisija.
Žemės ūkio ministro 2022 m. rugpjūčio 29 d. įsakymo Nr. 3d-518 „Dėl skatinamosios finansinės priemonės „Paskolos ūkio subjektų, veikiančių žemės ūkio ir žuvininkystės produktų gamybos, perdirbimo ir prekybos srityse, likvidumui užtikrinti reaguojant į Rusijos agresiją prieš Ukrainą“ schemos patvirtinimo“ pakeitimo projektas šiuo metu patalpintas Teisės aktų informacinėje sistemoje (TAIS) susipažinti visuomenei.
