Žemės ūkio ministerijos (ŽŪM) kvietimu į Lietuvą atvyko Ekonominio bendradarbiavimo ir plėtros organizacijos (EBPO) ekspertų komanda, kuri analizuos informaciją bei teiks ekspertines išvadas dėl ministerijos inicijuojamos Valstybinės maisto ir veterinarijos tarnybos (VMVT) reformos. Beveik savaitę truksiančio vizito pabaigoje EBPO specialistai pateiks apibendrinančias pastabas ir rekomendacijas dėl ministerijos parengto VMVT pertvarkos plano.
Lietuvos Vyriausybės pradėta VMVT reforma siekiama šios svarbios institucijos veiklos skaidrinimo, aiškesnio funkcijų bei atsakomybių pasidalijimo bei teikiamų paslaugų kokybės gerinimo.
„Šios reformos galutinis tikslas – kad institucija veiktų skaidriai, efektyviai ir profesionaliai, tačiau taip pat svarbu, kad ir visas pertvarkos procesas vyktų atsižvelgiant į geriausias tarptautines praktikas bei išvengiant galimų trikdžių. Labai svarbu, kad proceso pradžioje nebūtų padaryta sisteminių klaidų, todėl didžiulės patirties skirtingose jurisdikcijose turinčių specialistų įžvalgos bei patarimai mums labai vertingi. Su EBPO ekspertais bendradarbiavome ir rengiant reformos projektą, tad bendradarbiavimą nuosekliai tęsiame, perkeldami jį į institucinį lygį“, – sakė žemės ūkio ministras Kęstutis Navickas.
„Vizito metu sieksime surinkti kuo daugiau detalios informacijos apie tarnybos funkcijas, kritinius taškus, problemas. Viską įvertinus, pateiksime rekomendacijas, kuriomis vadovaujantis bus galima siekti tarnybos darbo gerinimo ir efektyvinimo tikslų. Tarnybai tenka didžiulis krūvis, ji kontroliuoja daugiau nei 110 000 subjektų, atlieka virš 60 funkcijų turėdama palyginti ribotus išteklius. Tokiomis sąlygomis institucijos veiklos mechanizmas turi veikti itin sklandžiai ir greitai. Sieksime, kad mūsų rekomendacijos būtų lengvai įgyvendinamos bei atneštų realią naudą tarnybai bei Lietuvai“, – pasakojo OECD ekspertas Florentin Blanc.
EBPO, šiuo metu vienijanti 38 valstybes, buvo sukurta siekiant stiprinti ekonomikos augimą, skatinti užimtumą, gerinti gyvenimo lygį, palaikyti finansinį stabilumą, padėti plėtoti kitų šalių ekonomiką, prisidėti prie pasaulinės prekybos plėtros. Lietuva šios organizacijos nare tapo 2018 m.
