Pirmoji Europoje atsiliepusi į Europos Komisijos (EK) raginimą pasinaudoti išskirtine galimybe Lietuva iš 2021-2027 m. ES fondų investicijų programos į Komisijos tiesiogiai valdomą programą „Europos horizontas“ perkelia 18,5 mln. eurų. Iki 2026 m. vidurio panaudotinos lėšos skirtos aktyvesniam šalies mokslininkų ir verslo atstovų dalyvavimui tarptautiniuose projektuose, jų žinomumo ir pripažinimo tarptautiniu lygiu didinimui bei bendrosios ES mokslinių tyrimų ir inovacijų programos „Europos horizontas“ prieinamumui skatinti.
„Vienas iš esminių šios Vyriausybės tikslų – aukštos pridėtinės vertės ekonomikos skatinimas, neatsiejamas nuo mokslinių tyrimų ir inovacijų plėtros. Norime paskatinti mūsų šalies mokslininkus ir verslą aktyviau kurti ir dalyvauti projektuose, skatinti mokslo ir verslo sinergiją bei ieškoti geriausių sprendimų mūsų šaliai. Prie to prisidedame pirmieji Europoje perkeldami papildomas lėšas mokslinių tyrimų ir inovacijų programai „Europos horizontas“, kurios bus skirtos konkrečiai mūsų šalies mokslininkams ir verslui“, – pažymėjo finansų ministrė Gintarė Skaistė.
Iš Europos regioninės plėtros fondo į „Europos horizontas“ programą perkeltos lėšos bus išskirtinai naudojamos tik Lietuvos pareiškėjų įgyvendinamiems ir labai gerai įvertintiems projektams pagal 3 veiklos sritis: „Pažangus mokslas“, „Novatoriška Europa“ ir „Pažangos sklaida ir Europos mokslinių tyrimų erdvės plėtra“ – Europos mokslo tarybos ir Marie Skłodowska-Curie podoktorantūros stipendijų, Europos inovacijų tarybos ir Europos mokslinių tyrimų erdvės stipendijų kvietimus, skirtus vienam paramos gavėjui.
Nors Lietuvos dalyvavimo rodikliai tiek pagal dalyvaujančių, tiek ir finansavimą „Europos horizonto“ programoje gaunančių Lietuvos pareiškėjų skaičių gerėja, jie vis dar nėra pakankamai aukšti. Viena iš tai lemiančių priežasčių – konkursai pagal „Europos horizonto“ kvietimus yra dideli, o jiems skirtos lėšos – ribotos, todėl net ir kokybiški bei gerai įvertinti projektai negauna finansavimo. Siekiant sudaryti galimybes dar didesniam mokslininkų ir verslo atstovų ratui gauti finansavimą, atitinkamai didinamos ir „Europos horizonte“ Lietuvos pareiškėjams skirtinos lėšos. Dar vienas perkeltų lėšų privalumas – tausojami administraciniai ir laiko kaštai, nes dažnu atveju projektų vykdytojai kokybiškai parengtiems projektams negavę „Europos horizonto“ lėšų, ieško kitų finansavimo šaltinių.
Be to, finansuojami projektai bus administruojami pagal „Europos horizonto“ taisykles, todėl tai papildomai ugdys Lietuvos institucijų gebėjimus tokius projektus įgyvendinti ir koordinuoti bei didins šalies mokslininkų, tyrėjų ir inovatorių žinomumą bei pripažinimą.
Lietuvos pareiškėjai, norintys pasinaudoti šia papildoma finansavimo galimybe programos „Europos horizontas“ kvietimuose, raginami aktyviai teikti paraiškas pagal „Europos horizonto“ kvietimus įprasta tvarka.
