M. Navickienė: senstanti visuomenė – visos Europos iššūkis ieškant tvarių socialinės politikos sprendimų Kaip užtikrinti tinkamą ir tvarią socialinę apsaugą, atsižvelgiant į demografinius pokyčius visose Europos šalyse, – socialinės apsaugos ir darbo ministrė Monika Navickienė šį klausimą aptarė Užimtumo, socialinės politikos, sveikatos ir vartotojų reikalų tarybos posėdyje Stokholme. Demografiniai pokyčiai – ne vienos Lietuvos problema, o visos Europos sąjungos iššūkis, ieškant tvarių socialinės politikos sprendimų. Būtinas viso žemyno šalių atsakas ir taikomų priemonių visuma Bendrijos mastu.
„Imamės veiksmų, kad socialinės apsaugos sistema atlieptų ne tik dabartinius pokyčius, bet ir užtikrintų efektyvumą ateityje. Matydami visuomenės senėjimo procesus, priimame sprendimus, kad vyresnio amžiaus žmonės, kurie nori dirbti, galėtų išlikti darbo rinkoje kuo ilgiau. Investuojame į dirbančiųjų perkvalifikavimą jau šiandien, bet turime rūpintis ir gerai apmokamų bei aukštą pridėtinę vertę kuriančių darbo vietų kūrimu ir jų išlaikymu, investuoti į didesnį produktyvumą. Europos laukiantys iššūkiai – bendri viso žemyno šalių darbotvarkėse, todėl ir atsakas turi būti koordinuotas“, – sakė ministrė M. Navickienė.
Siekiant sukurti veiksmingas priemones demografinei padėčiai gerinti, visų pirma svarbu suprasti pokyčių tendencijas, esamą situaciją ir išgryninti laukiamus iššūkius. Pasak ministrės M. Navickienės, sprendžiant senstančios visuomenės keliamus iššūkius, svarbu remtis analitiniais ekspertų duomenimis. Tai gali padėti visoms Europos valstybėms narėms nustatyti galimą riziką ir taikliau prognozuoti ateities tendencijas.
„Vien individualių, pavienių ar trumpalaikių atskirų Europos šalių sprendimų nepakaks. Sprendžiant senstančios Europos visuomenės ir besikeičiančios ekonominės aplinkos iššūkius, svarbu jau šiandien galvoti apie darbo vietų kokybę, darbo ir šeimos įsipareigojimų derinimo svarbą, vyresnio amžiaus darbuotojų kvalifikacijos kėlimą, išvengiamo mirtingumo mažinimą ir tinkamai koordinuojamą migraciją“, – sakė ministrė M. Navickienė.
Ministrė M. Navickienė taip pat pristatė Lietuvoje kuriamą ilgalaikės priežiūros paslaugų teikimo modelį, kuris leistų žmogui oriai pakelti fizines negalias. Tikimasi, kad turint tvarų finansavimą, šis modelis padidins ilgalaikės priežiūros paslaugų prieinamumą, apimtį ir kokybę, o sujungus sveikatos ir socialinių paslaugų sritis atneš dar didesnę naudą žmonėms.
