Europos Sąjungos žemės ūkio ir žuvininkystės ministrų taryba pritarė Europos Komisijos (EK) priimtam deleguotojo reglamento papildymui, pagal kurį šiemet daugiamečių pievų Lietuvoje atkurti nereikės. Tačiau žemės ūkio ministras Kęstutis Navickas atkreipia dėmesį, kad problemai spręsti reikalingas ilgalaikis sprendimas, kitaip po kelerių metų vėl teks susidurti su ta pačia problema.
Tam, kad daugiamečių pievų atkūrimo problema būtų išspręsta iš esmės, reikalingi tolesni ES bazinės teisėkūros pakeitimai, kad šalia daugiamečių pievų išlaikymo būtų įtraukti ir alternatyvūs klimato kaitos poveikio mažinimo būdai.
Bazinių reglamentų keitimo procedūra yra sudėtinga, tačiau jau imtasi EK pasiūlytų supaprastinimų dėl 5,6,7 ir 9 geros agrarinės ir aplinkosaugos būklės (GAAB) standartų, tad Lietuva siekia, kad būtų priimtas ir ilgalaikis sprendimas dėl GAAB 1, susijusio su daugiamečių pievų išlaikymu.
„Esame nuoširdžiai dėkingi už tai, kas jau padaryta, atsižvelgiant į Lietuvos ūkininkų patiriamus sunkumus dėl daugiamečių pievų. Tikimės, kad pakeitimus GAAB 1 standarto galėsime įgyvendinti jau netrukus. Tačiau labai svarbus ir platesnis požiūris. Turi būti įvertintas daugialypis ūkininkų veiksmų indėlis į klimato kaitos poveikio mažinimą, pavyzdžiui, žemės ūkio paskirties plotų apželdinimas mišku, nusausintų durpynų ir šlapynių pradinės būklės atkūrimas, perėjimas prie nearimės žemdirbystės ir kitos tvaraus ūkininkavimo praktikos. Tai turi būti vertinama kaip alternatyvos, papildančios arba pakeičiančios daugiamečių pievų išlaikymo įsipareigojimus. Tam vietos ES teisėkūroje turi atsirasti kaip įmanoma greičiau“, – pabrėžia ministras K. Navickas.
Kovo 26 d. ES žemės ūkio ir žuvininkystės taryboje deleguotojo reglamento, susijusio su daugiamečių pievų išlaikymo nuostatomis, pakeitimas patvirtintas balsų dauguma. Teisėkūros procesas bus baigtas, kai nuomonę dėl šio reglamento pareikš Europos Parlamentas balsavimu plenarinėje sesijoje. Tikimasi, kad šis klausimas bus įtrauktas į artimiausią balandžio 10-11 d. plenarinės sesijos darbotvarkę. Dalis jame išdėstytų pakeitimų įsigalios atbuline data nuo 2024 m. sausio 1 d. Šių pakeitimų pritaikymas reiškia, kad Lietuvoje pareiškėjams daugiamečių pievų atkurti 2024 m. nereikės.
