Vidaus reikalų ministrė Agnė Bilotaitė dalyvavo už vidaus reikalus atsakingos Europos Komisijos narės Ylvos Johansson organizuojamame Interneto forume. Jame aptartos galimybės panaudoti dirbtinį intelektą teisėsaugos darbe ir priemonės užkardyti vaikų seksualinį išnaudojimą internete. Tam siūlomas naujasis ES reglamentas dėl kovos su vaikų seksualiniu išnaudojimu internete. Jame numatyta pareiga internetines paslaugas teikiančioms įmonėms stebėti šifruotą vartotojų turinį.
„Didėjantis vaikų seksualinio išnaudojimo turinio internete kiekis rodo, kad „privatumas virš visko“ nėra tinkamas požiūris šioje srityje. Mes negalime tik stebėti blogėjančios statistikos ir apgailestauti – turime veikti. Privalome sustiprinti pastangas kuo greičiau susitarti dėl naujo nuolatinio Reglamento. Esu tikra, kad galima rasti pusiausvyrą tarp interneto vartotojų privatumo ir nusikaltimų prieš vaikus užkardymo. Mūsų pareiga yra padaryti viską, kas įmanoma, kad apsaugotume tuos, kurie negali apsiginti patys“, – Interneto forume kalbėjo ministrė.
Europos Komisijos pasiūlymas ne visų susijusių šalių vertinamas vienareikšmiškai. Privačios įmonės siekia šifruoti visą vartotojų turinį. Interneto forumo dalyviai pabrėžė, jog jei įmonės nebus įpareigotos aptikti vaikų išnaudojimo turinio tarp šifruotų duomenų, šie nusikaltimai gali likti nepastebėti, o pranešimų apie juos gali sumažėti.
Šiuo metu „Facebook“ yra pagrindinis pranešimų tiekėjas apie vaikų išnaudojimą internete. Šifravimo atveju, Lietuvos teisėsaugos gaunamų pranešimų skaičius apie seksualinį vaikų išnaudojimą internete sumažėtų maždaug 70 proc.
Pasak ministrės, dirbtinio intelekto įrankiai galėtų būti naudojami efektyviai stebėti vartotojų turinį, ieškant vaikų seksualinio išnaudojimo medžiagos. Žinant, jog tokių įrankių plėtra yra technologiškai sudėtinga ir brangi, kuriant bendrą instrumentą ES lygmeniu, siūloma glaudžiai bendradarbiauti su privačiuoju sektoriumi, aktyviai įtraukti Europolą.
