Pirmadienį, kovo 27 d., sveikatos apsaugos ministras Arūnas Dulkys lankėsi Mažeikių gydymo įstaigose: greitosios medicinos pagalbos stotyje, pirminės sveikatos priežiūros centre ir vietos regioninėje ligoninėje. Ministras su gydymo įstaigų darbuotojais aptarė biurokratijos mažinimo priemones, įvertino, kaip organizuojamas darbas gydymo įstaigose.
Mažeikiai vieni iš pirmųjų prisijungė prie kuriamos nacionalinės Greitosios medicinos pagalbos (GMP) tarnybos. Šiuo metu rajone dirba keturios greitosios medicinos pagalbos brigados, kurios per metus vyksta į beveik 9 tūkst. iškvietimų, o per dieną reaguojama į apie 20 gyventojų pagalbos šauksmų. Ministras su rajono vadovais aptarė patalpų ir darbo sąlygas.
„Kuriant nacionalinę Greitosios medicinos pagalbos tarnybą, paaiškėjo, kad savivaldybių valdomose GMP stotyse buvo labai nevienodos darbo sąlygos. Tai pirmasis uždavinys naujos tarnybos vadovybei – suvienodinti jas, kad dirbti būtų vienodai gerai ir Vilniuje, ir Mažeikiuose. GMP niekur neišsikelia, toliau teiks pagalbą ir dirbs rajono žmonėms, todėl savivaldybės turėtų būti suinteresuotos GMP darbuotojams sąlygų gerinimu. Valstybė ateina su investicijomis, bet ir savivaldybės neturi ignoruoti darbuotojų ir gyventojų poreikių“, – sakė ministras.
95 proc. Mažeikių rajono gyventojų yra pasirinkę šeimos gydytoją savo rajone. Tai vienas aukščiausių rodiklių visoje šalyje. Mažeikių pirminės sveikatos priežiūros centre apsilankęs A. Dulkys teigė, kad šie skaičiai rodo, kad Mažeikių gyventojai pasitiki ir vertina vietos specialistų darbą.
„Šeimos gydytojams Mažeikiuose tenka nemažas krūvis – vidutiniškai pas vieną gydytoją yra prisirašę apie 2000 pacientų. Nepaisant nemažos paslaugų apimties, akivaizdu, kad mažeikiškiai vertina vietos specialistų atsidavimą ir kvalifikaciją. Tikslingai dedame pastangas, kad kuo daugiau laiko gydytojas galėtų skirti tiesiogiai pacientui: plečiama šeimos gydytojo komanda, numatant papildomą finansavimą, didinama slaugytojų atsakomybė, suteikiant jiems galimybę išrašyti receptus ir siuntimus, ilginamas siuntimų galiojimo laikas, atliekami kiti veiksmai“, –gydytojams teigė A. Dulkys.
Ministras su įstaigų vadovais palietė ir gydytojų bei kitų specialistų pritraukimo į regionus klausimą. Mažeikių ligoninėje veikia dviejų universitetų – Vilniaus universiteto ir Lietuvos sveikatos mokslų universiteto– rezidentūros bazės. Ministras domėjosi, kaip rezidentūros bazių buvimas ligoninėje padeda pritraukti ir išlaikyti specialistus.
„Per kelis metus ligoninei pavyko pritraukti 13 įvairių specializacijų gydytojų, o tai yra geras rezultatas. Jis rodo, kad rezidentūros bazių steigimas yra rezultatyvus kelias, jų bus daugiau, nes joms „sušvelninti“ reikalavimai. Kas kelia nerimą, tai padėtis su šeimos gydytojais. Išgirdau, kad daugiau nei pusę rajonų šeimos gydytojų yra priešpensinio ar pensinio amžiaus. Ministerija pertvarkė valstybės užsakymo modelį, kad būtų ruošiama tokių medikų, kokių reikia, bet regionai turi aktyvinti veiksmus šeimos gydytojams pritraukti. Kitaip situacija nesikeis“, – sakė ministras.
Mažeikių regioninėje ligoninėje veikia konsultacinė poliklinika, teikiamos dienos stacionaro ir chirurgijos paslaugos. Taip pat vykdoma medicininė reabilitacija, slauga bei teikiama paliatyvioji pagalba, atliekami tyrimai, tokie kaip kompiuterinė tomografija. Ligoninė dirba beveik70 gydytojų, o bendras personalo skaičius yra apie 450.
Vienas aktualiausių klausimų – slaugos ir reabilitacijos plėtra. Ministras teigė, kad tiek Mažeikiuose, tiek kitose Lietuvos vietose tai yra vienos sparčiausiai augančių paslaugų, todėl būtina atliepti aktualijas ir besikeičiančius gyventojų poreikius.
„Lietuva susiduria su demografiniais iššūkiais – pagal paslaugų apimtis matome, kad gyventojų poreikis reabilitacijai ir slaugai yra vienas sparčiausiai augančių. Šiuo metu ruošiama ilgalaikės priežiūros koncepcija, kuri apims gyventojų priežiūrą tiek namuose, tiek gydymo įstaigose, ir įneš daugiau aiškumo. Visuomenė senėja, turime tinkamai tam pasiruošti“, – nurodė ministras.
Ministras A. Dulkys šiemet gydymo įstaigas aplankė jau devyniuose rajonuose: Kėdainių, Kaišiadorių, Tauragės, Vilkaviškio, Pakruojo, Rokiškio, Švenčionių, Plungės ir Mažeikių. Ministras planuoja ir toliau tęsti vizitus po šalies gydymo įstaigas, susipažindamas su jų darbo organizavimo tvarka bei išklausydamas gydytojų siūlymų, kaip pagerinti gydymo kokybę ir paslaugų prieinamumą.
