Vidaus reikalų ministerija tobulins vietos plėtros strategijų vertinimą bei atranką ir skelbs naują kvietimą strategijoms teikti. Ministerija rugsėjo 8 d. surengs informacinį renginį, kurio metu bus pristatyti vietos plėtros strategijų atrankos proceso pokyčiai bei dažniausios strategijose pasitaikančios klaidos ir trūkumai.
Pasak vidaus reikalų viceministro Arnoldo Abramavičiaus, pradėjus vykdyti vietos plėtros strategijų vertinimo bei atrankos procedūras pastebėta, kad didžioji dalis pateiktų strategijų neatitinka administracinio vertinimo kriterijų ir turi būti atmestos.
„Stabdydami atrankos procesą ir peržiūrėdami vietos plėtros strategijų atrankos kriterijus siekiame dviejų tikslų. Pirmiausia, kokybiškesnių vietos veiklos grupių parengtų strategijų, antra – tolygesnio ir kuo platesnio finansavimo visuose šalies regionuose. Vietos plėtros strategijų kokybei sustiprinti dar kartą organizuosime mokymus ir individualias konsultacijas vietos veiklos grupėms. Tolygesniam finansavimui ir didesniam dalyvių įsitraukimui užtikrinti nustatysime maksimalią ES ir bendrojo finansavimo lėšų sumą strategijų įgyvendinimui“, – teigia A. Abramavičius
Vidaus reikalų ministerija iš administruojamos ES fondų investicijų programos bendruomenių inicijuojamoms veikloms 2021 – 2027 m. laikotarpiu ketina skirti dvigubai daugiau lėšų nei ankstesniu laikotarpiu – iš viso 52,46 mln. eurų. Ministerija dar pavasarį vietos veiklos grupėms teikė rekomendacijas dėl vietos plėtros strategijų įgyvendinimui planuojamų skirti lėšų paskirstymo pagal apskritis. Tačiau iki šios dienos pateiktų strategijų įgyvendinimo finansinis poreikis jau viršija 20 mln. eurų.
Viceministras pabrėžė, kad ministerija siekia skatinti tolygią ir tvarią plėtrą visoje valstybės teritorijoje, taip pat ir tolygų miesto bendruomenių aktyvumą visoje Lietuvoje. Europos Komisijos patvirtintoje 2021-2027 m. ES fondų investicijų programoje ir ministerijos koordinuojamoje Viešojo valdymo plėtros programos pažangos priemonėje („Didinti visuomenės įsitraukimą į vietos problemų sprendimą“) suplanuota, kad šiuo laikotarpiui bus parengta 60 vietos plėtros strategijų, o paramą įgyvendinimui gaus 51 vietos plėtros strategija.
Pasak viceministro, naujos atrankos paskelbimas tikrai neužvilkins proceso ir nepadidins administracinės naštos vietos veiklos grupėms, o kaip tik užtikrins galimybę kuo didesniam skaičiui dalyvių gauti finansavimą.
