2023 m. spalio 18 dieną nustojo galioti tam tikros Jungtinių Tautų Saugumo Tarybos (JT ST) rezoliucijos 2231 nuostatos, kuriomis siekiama apriboti Irano balistinių raketų programą. Nepaisant šių apribojimų baigties, Irano raketų programa išlieka dideliu iššūkiu tarptautinei taikai ir saugumui. JT ST rezoliucija 2231 buvo grindžiama prielaida, jog Iranas atkurs tarptautinės bendruomenės pasitikėjimą, kad jo branduolinė programa yra išimtinai taiki, tačiau tai neįvyko.
Šiomis aplinkybėmis, Lietuva ir kitos Platinimo saugumo iniciatyvos (PSI) narės pasirašė Bendrąjį pareiškimą, kuriame patvirtiname savo ryžtą toliau priešintis destabilizuojančiai Irano veiklai, susijusiai su raketomis ir bepiločiais orlaiviais. Pasirašydama spalio 18 dienos Bendrąjį pareiškimą, Lietuva patvirtina savo pasiryžimą remti tarptautines pastangas spręsti Irano ir kitus iššūkius, susijusius su masinio naikinimo ginklų ir bepiločių orlaivių platinimu.
