Ūkininkai, bendrovės ar žemės ūkio kooperatyvai, norintys savo žemės ūkio valdose įgyvendinti tvarias investicijas, netrukus vėl galės gauti lengvatines paskolas.
Norėdami pasinaudoti šiomis paskolomis, žemės ūkio subjektai pirmiausia turės pateikti Nacionalinei mokėjimo agentūrai (NMA) paraiškas paramai gauti pagal Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 m. strateginio plano intervencinę priemonę „Tvarios investicijos į žemės ūkio valdas”.
„Tokia intervencinė priemonė sukurta siekiant paskatinti ūkius pereiti prie tvaresnių, aplinką tausojančių bei gyvūnų gerovę užtikrinančių technologijų“, – sako Žemės ūkio ministerijos Paramos verslui skyriaus patarėja Loreta Golubevaitė.
Gavę NMA pažymą dėl tinkamumo gauti lengvatinę paskolą, ūkininkai galės kreiptis į nacionalinės plėtros įstaigos „Investicijų ir verslo garantijos“ (INVEGA) atrinktą finansų tarpininką.
Lengvatinė paskola teikiama išlaidoms, kurios gali apimti investicijas į materialųjį ir nematerialųjį turtą, biologinio turto įsigijimą, apyvartinį kapitalą.
Skatinamos šios investicijos į gyvulininkystės sektorių: ŠESD ir (ar) amoniako išmetimus mažinančių bei oro kokybę gerinančių technologijų diegimas ūkyje; biodujų jėgainių įrengimas, kuris sudaro sąlygas utilizuoti valdoje susidarančias atliekas (mėšlą ar kitas biologiškai skaidžias atliekas); ūkinių gyvūnų gerovės užtikrinimo technologijos, viršijančios pareiškėjui privalomus Europos Sąjungos ir (arba) nacionalinius standartus ir (arba) įprastinę praktiką.
Lengvatinėmis paskolomis gali pasinaudoti 18 metų amžiaus sulaukę ūkininkai, savo vardu įregistravę ūkininko ūkį ir valdą; juridiniai asmenys, savo vardu įregistravę valdą; pripažinti žemės ūkio kooperatyvai, superkantys ir realizuojantys tik savo narių valdose pagamintus, išaugintus žemės ūkio produktus arba supirktus iš savo narių jų valdose pagamintus ar išaugintus žemės ūkio produktus, perdirbantys ir realizuojantys iš jų pagamintus maisto ir ne maisto produktus.
Veiklos, susijusios su tvariomis investicijomis į žemės ūkio valdas, siekiant skatinti tvarią žemės ūkio produktų gamybą, lengvatinėms paskoloms teikti 2023–2027 metų laikotarpiui skirta 5 mln. Eur. Visa šia suma pareiškėjai galės pasinaudoti 2024 metais.
Pareiškėjui gali būti suteikta viena paskola tvarioms investicijoms į žemės ūkio valdas. Paskolos dydis pareiškėjui negali viršyti 200 tūkst. Eur. Ilgiausias paskolos laikotarpis – 5 metai, o jei kreipiamasi lengvatinės paskolos tik apyvartiniam kapitalui, ilgiausias paskolos laikotarpis – 3 metai nuo paskolos sutarties su finansų tarpininku pasirašymo.
Paraiškos gauti paskolą investicijoms į tvarią veiklą bus priimamos nuo 2024 m. kovo 1 d. iki metų pabaigos, t. y. gruodžio 31 d. Atkreiptinas dėmesys, kad pasiekus paramos paraiškų priėmimo etapui skirtą lėšų sumą (5 mln. Eur), paramos paraiškų priėmimas bus stabdomas.
