Sveikatos apsaugos ministerija (SAM) po intensyvaus dialogo su savivaldybių, sveikatos priežiūros įstaigų ir kitų suinteresuotų šalių atstovais padėjo pamatus sveikatos centrų (SC) kūrimuisi Lietuvoje – netrukus bus patvirtinti SC veiklą reglamentuojantys teisės aktai. Toks paslaugų teikimo modelis mažose savivaldybėse pagerins bazinių, t. y. dažniausiai naudojamų sveikatos paslaugų prieinamumą ir kokybę. Siekiama, kad bent 80 proc. šių paslaugų gyventojai gautų savo ir (ar) besiribojančioje savivaldybėje. Savivaldybės sprendimus dėl sveikatos centrų kūrimo ir bendradarbiavimo su konkrečiomis sveikatos priežiūros įstaigomis turės priimti iki šių metų pabaigos.
Sveikatos centras – tai nauja sveikatos paslaugų organizavimo forma, kuri bendradarbiavimo sutarčių pagrindu sutelks į vieną tinklą savivaldybėje teikiamas sveikatos paslaugas. Privataus sektoriaus įstaigos taip pat kviečiamos tapti sveikatos centrų dalimi ir taip prisidėti siekiant geresnių bendruomenės sveikatos rodiklių.
„Mažesnių savivaldybių gyventojai nusipelno tokių pat kokybiškų medicinos paslaugų, kaip ir didesnių miestų gyventojai. Tam reikia konsoliduoti gydymo įstaigas, kad jos užtikrintų pacientams optimalų paslaugų prieinamumą. Sveikatos centrai yra kelias susigrąžinti pacientus atgal, nes dabar dažnas išvažiuoja medicinos paslaugų į kitą rajoną ar miestą“, – teigia sveikatos apsaugos ministras Arūnas Dulkys.
Sveikatos centruose gyventojams bus suteikiama daugiau paslaugų, nei jas žmonės gali gauti šiuo metu nedideliuose šeimos gydytojo kabinetuose ar poliklinikose. Centre bus bendradarbiavimo pagrindu sujungtos visuomenės sveikatos, pirminės ambulatorinės, pirminio lygio stacionarinės, antrinio lygio ambulatorinės, vidaus ligų (terapinio profilio) ir skubiosios medicinos pagalbos paslaugos, tačiau jų spektras savivaldybėse skirsis, priklausomai nuo kiekvienos dydžio.
Mažesnių, iki 10 tūkst. gyventojų, savivaldybių sveikatos centruose turės būti teikiamos šeimos medicinos, pirminės ambulatorinės psichikos sveikatos priežiūros, pirminės ambulatorinės odontologijos, skubiosios medicinos pagalbos paslaugos sveikatos centro darbo laiku ir visuomenės sveikatos paslaugos.
Vidutinėse, turinčiose daugiau nei 10 tūkst. (iki 21 tūkst.) gyventojų savivaldybėse, be išvardytų paslaugų, dar bus teikiamos: cukrinio diabeto priežiūros, šeimų lankymo, ankstyvosios intervencijos paslaugos, ambulatorinės antrinio lygio gydytojų specialistų konsultacijos, tokios kaip vidaus ligų, vaikų ligų gydytojų, akušerių ginekologų, chirurgų, otorinolaringologų, oftalmologų paslaugos taip pat atliekami rentgeno diagnostikos bei vidaus organų ultragarso tyrimai, endoskopijos paslaugos bei pradinės medicininės reabilitacijos, dienos stacionaro, ambulatorinės chirurgijos, dienos chirurgijos, skubiosios medicinos pagalbos kabineto arba skubiosios medicinos pagalbos (24 val., 7 d. per savaitę) skyriaus paslaugos.
Virš 21 tūkst. gyventojų turinčiose savivaldybėse gyventojams turės būti teikiamos visuomenės, pirminės sveikatos priežiūros, antrinio lygio bazinės paslaugos, kurias numato SAM.
Visų dydžių savivaldybių gyventojai tam tikras paslaugas, kurios nebus teikiamos jų savivaldybės sveikatos centre, galės gauti sveikatos centrui bendradarbiaujant su kaimyninių savivaldybių sveikatos priežiūros įstaigomis.
Geresnės gydymo ir tyrimų galimybės, naujos paslaugos – viskas vieno langelio principu
Įkūrus centrus, sveikatos paslaugas bus galima gauti patogiau ir greičiau, mat jų organizavimas, teikimas ir koordinavimas vyks vieno langelio principu. Numatoma ne tik trūkstamų paslaugų plėtra, bet ir visai naujos paslaugos, pavyzdžiui, pavėžėjimo paslauga.
Sveikatos centro modelis pagerins dabartinį šeimos gydytojų darbą. Pagal poreikį pacientais rūpinsis šeimos gydytojo komandos nariai: slaugytoja, akušeris, kineziterapeutas, gyvensenos medicinos specialistas, socialinis darbuotojas, atvejo vadybininkas ir apylinkės administratorius. Prireikus, šeimos gydytojai dėl pacientų sveikatos būklės galės iš karto pasikonsultuoti su centre dirbančiais gydytojais specialistais.
Daug dėmesio bus skirta nuosekliam paciento gydymo ir ištyrimo keliui užtikrinti. Centre dirbs atvejo vadybininkas, kuris teisės aktų nustatyta tvarka koordinuos pacientų patekimą reikalingoms paslaugoms gauti, patars, padės užsiregistruoti ir pan.
Sveikatos centro modelis padės spręsti ir jaunų medikų pritraukimo į rajonus problemą – plečiant paslaugas, tikėtinas lengvesnis atitinkamų specialistų įdarbinimas.
Sveikatos centrų steigimas gyventojams nesukels jokių trikdžių – nesikeis nei šeimos gydytojas, nei jo darbo vieta, o papildomą reikiamą paslaugą žmogus gaus sveikatos centro padalinyje savo ar kaimyninėje savivaldybėje. Pasirinkti norimą gydytoją ir gydymo įstaigą ir toliau išliks viena esminių paciento teisių.
Jau šiemet numatoma skirti investicijas sveikatos centrų kūrimui. Tikimasi aktyvaus savivaldybių dalyvavimo įgyvendinant šiuos sveikatos sistemos pokyčius.
Sveikatos centrų įkūrimui suplanuotos investicijos: 122,5 mln. Eur – reikiamos sveikatos priežiūros paslaugų infrastruktūros modernizavimui, 30,2 mln. Eur – sveikatos centrų veiklos modelio diegimui (ES investicijų fondų ir valstybės biudžeto lėšos).
